Immigration Medical Examination Instructions
Subject
Mini Mental
Instructions for the completion of the Mini Mental Examination (MME) form in
Examination
the context of the immigration medical examination (IME).
Goal/Objective
These instructions are provided to ensure that Panel Physicians (PPs) follow a
consistent and appropriate process in the:
• Identification of clients with possible diminished capacity in the MME;
• Completion of the MME form; and
• Completion and grading of an IME with abnormal findings on MME.
Instructions
The IME is a brief screening tool to provide a quantitative assessment of cognitive
status in adults. The PP must indicate a client’s score to a 30 point questionnaire
test that rates a client’s cognitive performance. In scoring the MME, the PP
may need to take into account mitigating factors such as the client’s educational
attainment, literacy and cultural considerations. In certain circumstances, the
raw score may be considered in partnership with additional data such as anecdotal
information from family members. If an interpreter is used, PPs must select
and ensure that the interpreter is unbiased and has no connection to the client.
Family members or friends cannot act as an interpreter for a client. The use of a
professional interpreter is at the client’s expense.
An MME is mandatory for all adult clients who:
• are 75 years of age and older;
• have abnormal findings on physical examination of mental and cognitive
state regardless of age; and
• have abnormal findings on physical examination of nervous system
regardless of age.
It is recommended that, based on clinical findings, PPs complete the MME Form
(in Annex 1) for adult clients with:
• abnormal findings on physical examination of intellectual ability; and
• an ongoing physical or intellectual disability affecting their current or
future ability to function independently.
