PERMIT—All parties launching on the Owyhee River System must complete and
sign a Self-Issue Permit to be valid. The top copy goes in the registration box at the
launch site before launch. The bottom copy is carried by the trip leader on the river.
Permits on the river must be presented upon request by any BLM, State, or County
employee.
INVASIVE SPECIES LAWS—Under this new law, any non-motorized vessel (canoe,
kayak, raft, driftboat, etc.) is required to purchase and display IISF stickers in order to
legally launch and operate in Idaho. Inflatable, non-motorized vessels under 10 feet
in length are exempted from this requirement in Idaho. In Oregon, an AISP permit is
required for all watercraft greater than 10 feet in length.
TOILETS—An adequate, approved portable toilet system must be carried and
used. An approved portable toilet is any non-biodegradable, rigid, durable container
designed to receive and hold human waste, in any container position, without leaking.
It must be designed to be emptied in an approved manner at a standard recreational
vehicle (RV) dump station and/or SCAT machine, in a sanitary manner without spill,
seepage, or exposure to human wastes. Plastic bag liners are not acceptable with
the exception of solid human waste pouches, such as WAG bags and RESTOP 2 bag
systems that are approved by the Department of Environmental Quality. Portable RV
toilets are not approved toilets. Toilets CANNOT be dumped in any BLM vault toilet.
WASTE AND WASTE WATER—Kitchen waste water shall be strained into the river
or above high water mark to remove food particles. Particles shall be carried from the
river corridor with other wastes. All garbage must be packed out of the river corridor.
FIRE PAN OR BLANKETS—Campfires must be contained in a metal fire pan or on a
fire blanket that protects the ground from scarring and ash. All unburned contents of
the fire including ash shall be removed and carried out of the river corridor.
FIREWOOD—Bringing your own wood or fire logs is required below the Rome launch
site. Do not cut or destroy standing vegetation, even if it is dead.
FIRE RESTRICTIONS—All seasonal fire restrictions must be followed in the river
corridor. Fireworks are strictly prohibited.
HISTORIC AND CULTURAL MATERIALS—Removing arrowheads or vandalizing
cultural sites (such as petroglyphs) is strictly prohibited by Federal and State law.
Collection or vandalism of historic sites (any object over 50 years old) is prohibited by
Federal law.
HOT SPRINGS—Hot springs in the Owyhee River System are natural areas. They
support protected plants and animals. Digging, damming, or otherwise altering the
natural flow or appearance of hot springs on public land is prohibited.
PARTY SIZE—All float groups in the Owyhee River System above the Rome Launch
site are restricted to no more than 15 persons. All float groups on the Owyhee River
below the Rome Launch site are restricted to no more than 20 persons.
MOTORIZED WATERCRAFT—Motorized watercraft including electric motors, are
prohibited above river mile 55.
CAMPING—Camping in any area posted by BLM as “Closed” is prohibited.
