– Committees not permitted to discuss non-
negotiated rules
Committee can have discussion of concept to
decide if rules needed (or amendments)
– If decision is to go ahead, then discussion stops and
there is no drafting until approved PARF is received
and Notice of Intent to promulgate negotiated rules is
published in Administrative Bulletin
