The rental office will be open to take applications at convenient times during the week.
Applications may also be filed at the CMHA Office during normal business hours, and
these applications will be referred to the Site Office. The Manager will interview all
applicants and, when appropriate, explain the regulations and policies associated with the
Project Based Vouchers and LIHTC programs.
When a prospective tenant fills out an application, annual income and family composition
will be checked for eligibility for the Project Based Vouchers and LIHTC programs. If
there is a current or anticipated vacancy suitable in size for the prospective resident, the
applicant's income will be verified.
Detailed records of the selection process and
information regarding the prospective resident shall be compiled. This information must
support the decision made to accept or reject the applicant.

VI.
RENT COLLECTION POLICIES AND PROCEDURES
Rent collection policies and procedures shall be as described in the Tenant Leases.
VII.
PROCEDURES FOR REQUESTING AND IMPLEMENTING A RENT INCREASE
OR DECREASE
Rent increases or decreases for the PBV Units shall be determined in accordance with the
HCV Administrative Plan. CMHA will calculate all rents to be charged to tenants for all
units. Maximum rents will be established annually at the request of the manager and in
accordance with the Project Based Voucher regulations. Manager is responsible to
request rent increases 60-90 days prior to the PB Contract anniversary date.
VIII. PLANS FOR CARRYING OUT AN EFFECTIVE MAINTENANCE AND REPAIR
PROGRAM
Copies of as-built plans and specifications will be located at the office of the Manager who will
perform updates as modifications occur and provide copies to the Owner. The Manager shall
perform the following duties:
a. Scheduled Maintenance
Scheduled and preventive maintenance and repair for installed equipment
(including, but not limited to performing safety checks of smoke/fire alarms, fire
extinguishers, outside lighting, etc.) will be accomplished by the Maintenance
Personnel in accordance with manufacturers' recommendations and the
requirements of equipment operating manuals. Preventive maintenance and
scheduled maintenance largely will entail cleaning or replacement of equipment
