Summary: The Human Resources Director is responsible for all human resources functions, plans and procedures to
serve staff and volunteers, such as employment, employee relations, compensation, HRIS, Workers’ Compensation,
disability and unemployment programs, retirement and benefit plans, legal compliance, training and personnel policies
and procedures.
Essential Functions include but are not limited to the following:
• Develops and implements department goals, objectives, and systems.
• Administers compensation program; monitors performance evaluation program and revises as necessary.
• Performs benefits administration to include group health and welfare and voluntary plans; assists employees
with plan questions and resolutions, conducts reporting to carriers and communicates benefit information to
employees.
• Prepares and files EEO-1 report annually; maintains other records, reports, and logs to conform to regulations.
• Conducts recruitment effort for exempt and non-exempt staffing and temporary employees.
• Handles employee relations counseling and exit interviewing.
• Participates in executive and staff meetings and attends other meetings and seminars.
• Maintains organization charts and employee directory.
• Maintains Human Resource Information System records and compiles reports from database.
• Maintains compliance with federal and state regulations.
• Administers health and welfare plans including enrollments and terminations by processing required documents
through payroll and insurance providers to ensure accurate record keeping and proper deductions; coordinates
Cobra benefits administration.
• Administers leaves of absence.
• Manages staff change of status transactions and input.
• Conducts new employee orientations to ensure employees gain an understanding of benefit plans and
enrollment provisions.
• Manages annual open enrollment in collaboration with insurance brokers and carriers by arranging for
distribution of related materials, assisting with communicating changes to employees through on-site employee
presentations and assisting employees with completion and submission of necessary forms and then processing
changes completely and accurately within deadlines.
• Processes monthly billings from insurance providers; reviews bills for accuracy, codes and advances for
payment, resolves discrepancies with carriers, payroll and the company; provides reports for management as
requested.
• Acts as liaison with brokers, carriers, vendors.
• Performs recruitment activities and transactions for hiring process.
• Manages the organization’s Employee orientation, ongoing training and career development process.
• Assists with training and development of staff.
• Assists with WC reporting and case monitoring in collaboration with Risk Manager, program/department
supervisors and WC carrier and broker.
• Responds to unemployment and disability claims and counsels employees in understanding their rights and
responsibilities.
• Conducts investigations into employee relations matters, and makes recommendations regarding disciplinary
actions.
• Stays abreast of current developments in the Human Resources field including legal requirements.
• Demonstrates commitment to mission and vision of the organization and helps build character throughout staff
and volunteers.
• Maintains professional and technical knowledge by attending education workshops, reviewing professional
publications, establishing personal networks, participating in relevant professional societies.
