INFORMATION FOR VICTIMS AND THEIR FAMILIES
The Psychiatric Security Review Board (PSRB) is the agency in Oregon that supervises individuals
who have been found “Guilty Except for Insanity” or GEI for adults and “Responsible Except for In‐
sanity” or REI for juveniles. The PSRB also supervises a small number of individuals who have been
civilly commi ed.

The Department of Jus ce (DOJ) has vic ms’ advocates to help vic ms navigate the
PSRB process. These advocates, who do not work for either the State Hospital or PSRB,

Reimbursement for some expenses related to a ending a hearing may be available
through the Crime Vic ms' Compensa on program. These expenses include travel
related costs and counseling costs associated with the trauma of receiving hearing
no fica on and/or a endance.

Adult hearings are held on Wednesdays and Juvenile hearings are held on Mondays. For a monthly hearing

Vic ms have the right to give an impact statement at PSRB hearings. These statements can be done in
person or by telephone or may be submi ed in wri ng. If a vic m is uncomfortable being in the hearing
room with the pa ent, arrangements can be made for the vic m to view the hearing using video‐
conferencing.
A ending the hearing will be three (3) Board members, an Assistant A orney General who represents the
State, the pa ent and his/her a orney. Addi onally, there may be witnesses such as physicians or social
workers. Hearings vary in length depending on type of hearing, the number of witnesses and the number of
vic ms giving statements.
The Oregon State Hospital is a secure se ng and all personal items such as cellphones, bags and purses are
not allowed in the hearing room. There are lockers provided for storage of these items free of charge in the
Hospital lobby.
