Legal Requirements and Best Practices Regarding Bullying, Harassment,
Intimidation, and Hazing
Tennessee Department of Education
Office of Healthy, Safe and Supportive Schools
in partnership with STARS Nashville
A civil and respectful learning environment is an essential foundation for teaching and learning. To achieve that end,
state law (T.C.A. § 49-6-4501 et al.) requires schools to take specific action regarding bullying, harassment, and
intimidation. The department will host a seminar to provide an overview of these and other related requirements
with a particular focus on ensuring that policy is reflected in effective practice.
Presenters
Rodger Dinwiddie is the CEO of STARS Nashville and president of the International Bullying Prevention Association.
Dinwiddie is also a technical assistance consultant for the Olweus Bullying Prevention Program and currently serves
as a school climate and safety consultant for the department’s Safe and Supportive Schools demonstration grant.
Rachel Suppé serves as staff attorney and director of the office of civil rights at the department and is responsible
for investigating complaints under Title VI of the Civil Rights Act of 1964 and Title IX of the Educations Amendments
of 1972.
Who should attend?
Districts should send a small team (2–3 persons) of educators responsible for providing leadership and direction to
