Iowa Code 321.194(2)(b) reads:
Each application shall be accompanied by a statement from the school board or
superintendent of the applicant’s school. The statement shall be upon a form provided by
the department. The school board or superintendent shall certify that a need exists for the
license.
To obtain a special minor’s license according to the Iowa Department of Transportation, the minor must be
between fourteen and eighteen years of age and have successfully completed a driver education course.
The Iowa Code also states that the licensee may drive during the hours of 5 a.m. to 10 p.m. over the most
direct and accessible route between the licensee’s residence and school of enrollment for the purpose of
attending duly scheduled courses of instruction and extracurricular activities at the school.
The Board of Directors of the Osage Community School District has approved operating procedures that
must be followed before the Superintendent is authorized to sign an Iowa Department of Transportation form
for a Special Minor’s License:
Requirements:
A.
A student must be at least 14 ½ years old to be eligible for a special minor’s license.
B.
A student must show proof that he/she has successfully completed an Iowaapproved driver’s
education class.
C.
The student must hold an instructional permit and a clean driving record for at least six consecutive
months immediately before applying for your minor school license.
D.
The student must live at least a mile from school unless a special need exists. If the student has
more than one residence, where the student lives is the location they legally reside the majority of
the (school) time.
E.
A student may drive to and from school on a special minor’s license for the purposes of attending
duly scheduled courses of instruction or school sponsored activities.
F.
Names of students and their routes to and from school will be shared with local law officials.
G.
Names of students found violating the rules that apply to a special minor’s license will be forwarded
to the Iowa Department of Transportation
H.
A student may drive to a school that is not their school of enrollment to participate in extracurricular
activities conducted at that school under a sharing agreement with the school of enrollment.
