CHARACTER & FITNESS INFORMATION
(CERTIFICATION VERSION)
All candidates for certification must file a Character and Fitness Review. The C&F Review is a
Kentucky Education Professional Standards Board document. If a candidate answers "yes" to any of
the questions (except #1) on the Review, further documentation is required. Please read the following
instructions. Contact the staff in TEB 166 if you have any questions.
Instructions
1. Obtain a copy of your personal court record (also called a "Courtnet" document)
from the Kentucky Court of Justice Administrative Office of the Court. See pg. 2.
2. Write a letter describing the violation(s) and sketching a brief history since the
violation occurred. The letter should be in formal business format and include the
candidate’s name, contact information and date. Each violation should be summarized
and explained so that a reviewer can understand the context of the event and how it
came to occur. The letter should outline the student's personal reflections on the
violation and how it bears on their aspirations to become a teacher. The candidate may
also write about the violations and how they relate to the ethical standards required of
teachers. These standards can be found in the Student Handbook at this address:

3. Secure a letter (or letters) of recommendation verifying good conduct in past several
years. The letter should be from an individual (not a relative) who knows the student
well, who is aware of the offenses, and who can speak to the student's behavior and
character.
4. Fill out the top portion of the final page in this packet and then sign at the bottom.
5. Provide all documents to the Director of Academic Services and Teacher
Certification (or his designee) for submission to the EPSB with the rest of the
certification application.
The candidate should be aware that the Kentucky Education Professional Standards Board
(EPSB) has ultimate authority to award teaching certificates and to review issues of violations
of the code of ethics. Violation reviews at the university / program faculty level do not
supersede further review by the EPSB.
In addition, each school district is required to do a check of court records to be sure that
persons volunteering in the schools or seeking employment are free from criminal
backgrounds. School districts will apply their own standards in determining exactly what kinds
of legal violations will keep a person from working in their schools.
