alternate means because this providing training on site. Use of an non-contract carrier is authorized if the non-contract carrier offers a lower fare

available to the general public, the use of which will result in a lower trip cost to the Government, to include the combined costs of transportation,

lodging, meals and related expenses. Even if using a non-contract carrier, travel arrangements must be arranged by and purchased thru the

government contract commercial ticket office (CTO).
